Defining phase messages

Phase messages are messages to other phases or to be displayed to the operator. Phase messages are sent only during that phase's execution. You determine when in the phase that message is sent by referencing the phase message ID in a step action in the phase logic. Phase messages are created at the phase class level. Every phase created inherits the phase messages from the class.
