Saturated Temperature function block application

The TSS function block calculates the steam temperature at saturation at
a given steam pressure. The block calculations apply to saturated steam. The
calculation is limited to a pressure range of -14.607 to 3185.4 psig
(6.1121×10-4 to 22.064 MPa).
