Cause and Effect Matrix function block alarm detection

The block's alarm conditions are summarized in the runtime bitstring parameter CEM_ALERTS. The alarm condition Forced is True when any effect is being forced, that is, any FORCE_EFFECTn parameter is Force Trip or Force Normal. Forced indicates that the normal operation of the block is being overridden. Although the block can be overridden using CAUSE_MASK, any manipulation from within the module would be expected behavior, and thus does not contribute to the alarm condition.

Forced effects in one or more CEM blocks do not propagate to the module level.

The CEM_ALERTS alarm condition Trip is True when one or more effects has a non-zero FIRST_OUTn parameter which indicates EFFECTn is not Normal. The Trip value does not propagate to the module level. 

Bits in CEM_ALERTS do not roll up to the module level.
