For simplex CIOCs, Off could indicate that the CIOC lacks active
Ethernet communications. Check the cable and network switch connections.
For redundant CIOCs, Off could indicate that the I/O Port is not
properly seated or that the I/O Port needs to be replaced. Also for redundant
CIOCs, Off could indicate that the CIOCs are configured for redundant operation
and simplex communication.
