If the CHARM I/O Card (CIOC) assembly ( CIOCs, CIOC carrier and I/O Ports) was removed without being decommissioned, the CIOCs must be reset before they can be installed and commissioned to another system. CIOCs that were moved to another system without being properly decommissioned can interfere with communications to an existing node that has the same IP address.
