An express download will be performed only when a least one port and one of its devices are selected. Otherwise, a standard download is the only download option. For example, a standard download is the only option if you have selected ports with no devices or selected devices on unselected ports. Similarly a standard download is the only option if you have selected a combination of ports and devices but none of the devices are on a selected port.
