The following occurs in the process when a CIOC is in simulate mode:

AO and DO CHARMs' outputs go to Fail Action Mode in which the last value or user-defined configured value is held

AI and DI CHARMs do not receive data from the field
In DeltaV Diagnostics, the 
icon appears at the Controller, Assigned I/O, CIOC, and CHARMs levels when a CIOC is in simulate mode.
CIOC redundancy is not supported in simulate mode.
When a CIOC is taken out of simulate mode:

AO and DO CHARMs' outputs go from Fail Action Mode to the user-defined values and the outputs go live

AI and DI CHARMs resume receiving data from the field
